Rose Believes Housing Is a Human Right

Congress needs to do its job by formulating federal legislation and carving out federal dollars to solve the housing crisis. We will then need multi-agency coordination and cooperation on the federal, state and local levels to implement solutions. And recognizing that we have a variety of housing needs, those solutions must be multifaceted. Rose advocates for the following solutions.

Solution 1: Create more affordable and low-income housing

  • Invest in social housing that is permanently affordable, de-commodified and community managed.

  • Identify areas with high walking scores for higher density housing that will benefit seniors.

  • Allocate funding for dormitories at community and state colleges and universities to lower the cost of housing for students.

  • Rehabilitate abandoned buildings to increase housing stock.

  • Tax vacant properties to provide an incentive to open up rental stock.

Solution 2: Incorporate community enhancement features in housing projects to overcome NIMBY resistance. These might include:

  • Dog parks

  • Outdoor exercise parks

  • Playgrounds

  • Community gardens with plots offered to the whole neighborhood

  • Meeting rooms available for use by the neighborhood 

Solution 3: Provide rent-to-own opportunities as a first step toward home ownership.

Solution 4: Provide supportive housing for people dealing with mental health challenges.

Solution 5: Work with schools and unions to set up programs in high schools that provide opportunities for students to learn building trades.
